San Jose dB 2nd Runner-up in Binirayan Fest 2012


The Municipality of San Jose de Buenavista was awarded as 2nd Runner-up in Binirayan Festival 2012.

The Municipality garnered a total of 179 points from participation and winning in activities and contests during the festival.


As 2nd Runner-up, the Municipality will receive P500,000.00 worth of project from the provincial government.

Aside from this award, the town also won:

  • First runner-up in the Malay-Ati Competition - represented by Tribu Mandaragat with participants mostly from Antique National School
  • First runner-up in the Search for Lin-ay kang Antique - represented by Ms. Dougherty A. Quiroga
  • "Hakot" award (Biggest Herd with more more than 150 participants, Most Heterogeneous group, Most Ati, Most Colorful, Most Jolly, Best in Endurance) in the Karsadyahan with contingent composed of day Care teachers, Sangguniang Kabataan Chairmen, Barangay Nutrition Scholars(BNS)/ BSPOs and Tribu Mandaragat 
  • Third Place in the Christmas Tree Contest
 

Grand champion is the Municipality of Tibiao with 187 point and the Municipality of Laua-an was hailed as first runner-up with 182 points.

San Jose dB is again Admin Governance Champ

San Jose de Buenavista was hailed as top performing local government unit (1st to 3rd class category)  for administrative governance in the Regional Search for Excellence in Governance Award.


Regional Search for Excellence in Governance Award is given by the Department of Interior and Local Government (DILG) - Region VI to recognize the best managed local governments in the region that demonstrate best practices, achievements and innovations in administration, social services, economic development, environmental management and transparency.

The Municipality was also a runner-up for the Best in Environmental Management.

Aside from plaque the LGU also received P10,000.00 cash prize for Excellence in Administrative Governance.

DTI holds Tourism Business-to-Business Forum

The Department of Trade and Industry-Antique put together a Business-to-Business (B2B) Forum for tourism entrepreneurs from Central and Southern Antique.

B2B is a transactions between businesses or enterprises.

In the tourism supply chain there are many B2B transactions involving  sub-components and raw materials.

In the forum, DTI-Antique shared the result of Value Chain Analysis for tourism of the Province conducted by SDC Asia for the International Labor Organization.



Ritche Jermia, Tourism Officer of Tibiao, also updated attendees with recent tourism developments in the Northern Antique (encompass municipalities of Tibiao, Culasi, Pandan, Sebaste and Libertad) especially in their municipality of Tibiao.


The activity aims to strengthen the link between tourism enterprises in Antique.

Mayor Molina speaks in DILG DevTalk 2012

San Jose de Buenavista Mayor Rony L. Molina shared the town's best practice on administrative governance during the Development Talk (DevTalk) organized by Department of Interior and Local Governance (DILG) VI held at the Central Philippine University, Iloilo City.


San Jose de Buenavista is a Best Performing Municipality for 1st-3rd Class Municipality Category in the DILG's Excellence in Governance (EXCELL) Award on Administrative Governance since 2010 and recently received the Seal of Good Housekeeping.

According to Mayor Molina, having a roadmap, leadership and people's participation were the key ingredients in San Jose's successful administrative governance.
  
DevTalk was a showcase of the the gains of DILGs advocacy for transparency and accountability in local governance.

This year's theme is “Strengthening the Journey of Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad."

The DevTalk was part of the celebration of the 21years of the Local Government Code organized by the DILG in partnership with Gesellschaft für Zusammenarbeit (GIZ) and the Canadian Urban Institute (CUI).

With the DevTalk were the Regional Land Use Forum, awarding ceremony for the Regional Winners of the Gawad Pamana ng Lahi and the launching of the Western Visayas Local Governance Resource Consortium (WVLGRC).

WHEREAS, Republic Act No. 9849 provides that Eidul Adha shall be celebrated as a regular holiday;

WHEREAS, Eidul Adha is one of the two greatest feasts of Islam;

WHEREAS, the date of the festival is based on the declaration made by Saudi Arabia’s highest religious body;

WHEREAS, the National Commission on Muslim Filipinos (NCMF) recommended that the observance of Eidul Adha be on 26 October 2012 and the Eidul Adha prayer be performed on the final declaration of the Saudi Government;

San Jose dB, Tibiao holds first joint SAR exercise

San Jose de Buenavista and Tibiao held the first inter-municipality search and rescue exercise in the Province of Antique.

The Tibiao Rescue Team held a refresher drill and simulation on high angle and wilderness rescue and invited San Jose de Buenavista for a joint exercise.

San Jose de Buenavista personnel trained high angle rescue  shared their knowledge and skills to those of Tibiao.

Thru this joint exercise, friendship and camaraderie among the operatives in the emergency service was fostered.

It was also an opportunity to build network, strengthen partnership and share of resources among organization.

Tibiao recently launched the Tibiao Eco-Adventure (TEA Park) which offers activities that could help enhance emergency response skills while San Jose de Buenavista was recently awarded the Best Municipal Disaster Risk Reduction and Management Council in the Philippines for 1st-3rd class Municipality.

210 farmers receive post harvest facility

Two hundred ten farmers of San Jose de Buenavista received laminated sacks as post harvest facility.

Beneficiaries were farmer-members of Pantao Farmers Association (35), Lugutan-Igbonglo Farmers Association (69),  Cansadan, Atabay, Maybato, Supa, Tubudan Irrigators Association (35), Division A Irrigators Association (36), Bugarot, Igbonglo, Supa, Tubudan, Odiong Irrigators Association (35).

The project aims to increase supply of good quality rice through reduce post-harvest losses especially in drying operation.

The project is part of the Drying Program: Improving Drying Capabilities of Farmers Associations/ Organizations through provision of appropriate drying facilities of the Department of Agriculture (DA) and the local government of San Jose de Buenavista thru the Municipal Agriculture Office.

It is in line with the department's Post-harvest Roadmap for 2011-2016 which intends to increase the quality of produce and farmers' income through interventions intended to reduce post-harvest losses; provision of post-harvest and infrastructure requirements and encourage use of efficient post-harvest facilities including drying and other facilities extending the shelf-life of agricultural products.

A forum dubbed "Usapang Palay" was also held during the distribution ceremony on October 16 at Brgy. Supa, San Jose de Buenavista.

Representatives from National Food Authority, National Irrigation Administration, Department of Agriculture Regional Office VI and Office of the Provincial Agriculturist.

San Jose de Buenavista in partnership with Synergeia conducted a parent seminar workshop.

Synergeia, the project partner, is a non-government organization committed to be a catalyst of change and enable communities to work together so every child can enjoy his right to quality education and become a better person.


The workshop, with the theme "Wanted: Mabubuting Magulang,"aims to engage parents to work with the government and other organizations so that children can enjoy a good basic education and to foster dialogue between the school, students and parents.

By the end of the seminar workshop, parents learned more about themselves and were more aware of their attitude and behavior which both positively and negatively affects their.

They pledged to improve or change their negative attitudes and behavior and to support their children's education. 

Also in attendance in the seminar-workshop were the elementary school administrators and their student leaders.

San Jose de Buenavista was adjudged as the Best Municipal Disaster Risk Reduction and Management Council for 1st to 3rd Class Municipality Category in the Philippines.

This is the third consecutive year that the Municipal Council earned the National Gawad Kalasag for the said category thus placing San Jose dB in the Hall of Fame.

The National Disaster Risk Reduction and Management Council lauded San Jose de Buenavista for integrating DRRM into development and investment planning; adoption and implementation of Cluster Approach in DRRM; effective inter-local cooperation; notable coordination and partnership with national agencies related to DRRM; preference given to persons with disability in disaster management planning; and regular conduct of drills to ensure community preparedness.

Awarding of the National Gawad Kalasag was held at Camp Emilio Aguinaldo, Quezon City on October 10, 2012.

Gawad Kalasag (KAlamidad at Sakuna LAbanan SAriling Galing ang Kaligtasan) is given to individuals, non-government organizations, private sector and government organizations, in recognition of their initiative in helping the Filipino government uplift the standard of disaster risk reduction and management in the Philippines.

The Department conferred the seal to the Municipality in recognition of its efforts in advancing accountability and transparency in local governance for 2011.

Punong Barangays, secretaries and hired field interviewers of the 28 barangays of San Jose de Buenavista attended the 4th level training for the Registry System for Basic Sectors in Agriculture (RSBSA) at La Vita Park, September 24-27.

RSBA is the compilation or database of basic information on farmers, farm laborers and fishermen.

The project was aims to establish a comprehensive and systematic information system to address the data and information needs of economic development planners, policymakers, and project implementers.

President Benigno S. Aquino III has included the database or registry of farmers in its list of key programs under the Digitization and Information Technology in Government Sub-cluster. 

Through RSBA, the government hopes to formulate significant and effective policies and programs for agricultural development of the country.

San Jose de Buenavista is a recipient of a grant for sustainable land-related revenue generation.

Aside from trainings, the local government unit received computers and sofwares for the implementation of the project.

According to the Asian Development Bank (ADB), the inconsistent and outdated land legislation and policy, various clients and users of LAM systems, unnecessary steps and requirements and inappropriate valuation and taxation on land ownership and transfers leads to delays in titling, high transaction costs, fake multiple titles, conflicts and court litigation, low investments and slow economic growth.

In this grant, a computerized system for tax and revenue generation and systematic titling and tax mapping of San Jose de Buenavista will be established.

A Unified Land Information System (ULIS) and a geographic information system (GIS) is expected to streamline, increase functionality and effectiveness of the spatial facility of the local government unit for local revenue generation and land administration (LAM) services.

Ultimately, the project aims to put together adequate revenue to meet the needs of local government unit in terms of delivery of economic and social services. 

The grant, Revenue Generation and Land Administration Reforms (REGALA)  Project is a project financed by the Japan Fund for Poverty Reduction and administered by the ADB.

The local government of San Jose de Buenavista turned over 30 units of collapsible dryers to five farmer associations of the Municipality in an simple turn over ceremony at the town's hall on September 24.

Beneficiaries of the post-production facility were Bugarot, Igbonglo, Supa, Tubudan, Odiong Irrigators Association (BISTO), Division A Irrigators Association, Lugutan-Igbonglo Farmers Association (LIFA) and Cansadan, Atabay, Maybato, Supa, Tubudan Irrigators Association (CAMAST)

The project aims to increase supply of good quality rice through reduce post-harvest losses especially in drying operation.


Report from the Municipal Agriculture Office says that lack of post-production facilities results to loss and wastage in rice production and the total losses of palay.

In the Philippines, an average of 5% of the total losses in rice production is attributed to lack of drying facilities.

Drying is the most important method in minimizing post-harvest losses. It directly affects storage, transportation, distribution and processing quality. 

The situation also affects income of farmers as traders usually rejects or buy at a low price the improperly dried palay.


The project is part of the Drying Program: Improving Drying Capabilities of Farmers Associations/ Organizations through provision of appropriate drying facilities of the Department of Agriculture and the local government of San Jose de Buenavista.

Recruitment for UP Manila Scholarship for Certificate in Community Health Work is On

The University of the Philippines Manila, School of Health Sciences (SHS) is partnering with San Jose de Buenavista LGU to provide education opportunity to deserving high school graduates for certificate course on Community Health Work.

In a letter to Mayor Rony L. Molina from Prof. Zenaida C. Varona, College Secretary and Chair of Recruitment and Admissions Committee, San Jose de Bueanvista was identified by the University as one of the target areas for recruitment of student for academic year 2013-2014and is provided with two slots for the certificate course.

The School of Health Science implements a step-ladder curriculum whose main objective is to provide a wide range of health professionals who are expected to serve Filipino Communities.

The step-ladder curriculum provides opportunity for individuals to pursue a career in midwifery upon passing the Midwifery Licensure Exam. This certificate course also serves as a stepping stone for a degree in nursing and medicine.

With this partnership, the University and the LGU shall provide financial support to cover for the educational expenses of the chosen scholar.

Target applicants are high-school graduate, preferably 16 to 25 years old upon admission.

He or she may not have more than one year college experience or preferably not more than three years out of school (for out of school youth).

According to Prof. Varona, upon graduation, the scholar will be obliged to do return service to the Municipality for two years in very year of training or a fraction thereof, increasing the health manpower to take care of the health needs of San Josenhons.

Mothers recycle for day care center anniv


Mothers participated in Barangay 1 Day Care Centers recycling contest in celebration of the Center's 22nd Anniversary.

Mothers were divided into groups and tasked to recycle items found in their household.
 Each of the group were then asked to submit their best recycled item.


The official entries were judged according to originality (40%), craftmanship (30%), and creativity and uniqueness (30%).

The contest is the brainchild of the Day Care Center teacher Ms. Beth Gernade and aims to promote solid waste management among the mothers.


The output of the mothers range from recycled paper, plastic straw and bottles into household decorations, bags from foil packs, desk organizer from floppy disks and candle holder from plastic bottle.


The winner of the contest was a castle made of recycle cardboard, plastic bottle and styrofoam.


This year's anniversary theme is "Day Care for 22 years in delivering services to the community must go on."

Barangay 1 Day Care Center has been a strong advocate of solid waste management in San Jose de Buenavista, Antique.

San Jose de Buenavista joins 112th Civil Service Anniv celebration

San Jose de Buenavista joins celebration of 112th Philippine Civil Service Anniversary this September.

The Municipality took part in the Simultaneous Flag Raising Ceremony on September 03 (Monday).

On September 4, some of the LGU employees participated in the Fun Run which formally kick-off the month-long celebration.

Route of the Fun Run was Atabay street (starting point), EBJ Freedom Park, Business Park, Lucky 99, Department of Education, Binirayan Sports Complex, Gaisano Grand Mall of Antique and EBJ Freedom Park.

The Council of Human Resource Management Practitioners (CHRMPs) collected a registration fee from participants of the fun run - P20.00 for students, P30.00 for senior citizens and P50.00 for employees.

 The LGU also participated in the "Government Express" and "Agro Fair" at Gaisano Grand Mall of Antique on September 5-7. "Government Express" aims to showcase front-line services of various government offices.

How to get a San Jose de Buenavista Mayor's Clearance

Issuance of the Mayor's Clearance is one of the frontline services being rendered by the Office of the Mayor. It is often required for local employment and board examinations for it is a form of  certification of good moral character for bonafide residents of the Municipality.

To apply for a Mayor's Clearance, the applicant must present the following documents:
A. Barangay Clearance
B. Court Clearance
C. Police Clearance
D. Official Receipt of Payment for Mayor's Clearance Fee of P75.00 (only).

The Barangay Clearance is the first document you need to secure. It is a very important document for it will also be used in the acquisition of the other clearances. The Barangay Clearance Fee differs from barangay to barangay.


Meanwhile, the Court Clearance is secured from the Hall of Justice, Binirayan Hills, San Jose de Buenavista, Antique. Present your cedula or community tax certificate secured from the Municipal Hall (to date barangays are no longer deputized to collect fees or issue cedulas) and Barangay Clearance for the Court Clearance.

There is a Court Clearance Fee and another fee for the documentary stamp.These shall be paid at the Hall of Justice.

The Police Clearance is issued by the Municipal Police Station found along T.A. Fornier St., San Jose de Buenavista, Antique, upon presentation of Official Receipt of payment of Police Clearance Fee of P75.00 (paid at the Office of the Municipal Treasurer, Municipal Hall) and presentation of required documents such as the Barangay Clearance and Court Clearance.

Upon completion of the documentary requirements, submit these to the Office of the Municipal Mayor.

Processing time ranges from 30 minutes to 24 hours depending on the availability of Municipal Mayor or his OIC.

Reminder: Mayor's Clearance issued by the Municipality of San Jose de Buenavista is applicable only to bonafide residents of the town.

Local employment requiring Mayor's Clearance includes Gaisano Grand Mall of Antique, Chowking and Jollibee.

COA disallows RERs for gov employees taxi fare

Department heads and local government employees received memo that starting August 15, 2012 the Commission on Audit (COA) will no longer accept Reimbursement Expense Receipts (RERs) as proof of payment for taxi fares as per Land Transportation Franchising and Regulatory Board (LTFRB) Memorandum Circular 2003-020 directive for a uniform pertinent data printed on the receipt of taximeters.

 In 2006, MC 2003-20 and the related MC 2005-39 on full implementation of the former MC was suspended thru MC 2006-71.

MC 2008-28 sought modification of MC 2005-39.


Then in 2009, MC 2009-03 was issued on deferment of implementation of MC 2008-028.







San Jose dB to benefit 4Ps

Indigents of San Jose de Buenavista, Antique will soon avail the Pantawid Pamilyang Pilipino Program (4Ps).

The Municipality will be part of the expansion of the implementation of 4Ps in Western Visayas for poverty reduction.

In a letter from DSWD Regional Director Minda Brigoli, San Jose de Buenavista is included under set six (6) areas with a total of 1,999 potential household subject for validation and community assembly.

Thirty (30) Kabuhayan Starter Kits on welding, automotive, electricity, plumbing and massage therapy were distributed at the town's hall afternoon of August 23, 2012.

What is in San Jose de Buenavista tourism industry?

What is in San Jose de Buenavista, Antique when we talk about tourism? Is there something for the Municipality in tourism? Wat needs to be done to encourage tourism in the Municipality?

These were the the questions the municipal LGU of San Jose de Buenavista, Antique is trying to answer in a multi-stakeholder workshop.

In attendance in the workshop were industry players - accommodation, food and beverage service, resort, transportation and souvenir sectors; local government decision-makers – planning officer, municipal engineer, investment promotion officer, sangguniang bayan members, barangay official, disaster manager; provincial government; academe; support agencies – Department of Trade and Industry; and local chamber of commerce.

This activity aims to were convened to determine the tourism direction of the town.

It is expected that after the workshop, the LGU will be able to come up a Municipal Tourism Development Plan and a Municipal Tourism Code.

Mayor Rony L. Molina, in his message stressed the importance of the multi-sectoral planning workshop so that the development effort of the private and public sector is synchronized.

San Jose de Buenavista is the capital town of the Province of Antique and is the center of trade, commerce and finance of the Province. It is the center of provincial government/ administration.

It serves as the tourism service center of the Province. It offers an array of conveniences, supplies and support facilities to visitors such as restaurants, fastfood stores, grocery and shopping stores, gaming and gambling establishments, banks and transport terminals. It also offers venue and infrastructure for various events such as sports competitions, meetings, trainings and seminars, and weddings and tourism activities like shopping and dining.

In the workshop, stakeholders sees that San Jose de Buenavista could capitalize on the available infrastructure, amenities and services to expand the business tourism market to MICE (meetings, incentives, conference and events/ exhibitions).


San Jose de Buenavista has been one of the pioneering LGUs in the Philippines in the Developing Tourism Statistics for Local Government Units project of the Department of Tourism (DOT) and the Japan International Cooperation Agency (JICA).

It has been chosen as one of the presenter in the 1st National Tourism Statistics Conference (pictures album 1, album 2) held in Manila, February this year.


The local Planning and Development Office hopes that the Municipality will serve as model for other LGUs wanting to engage in tourism but sees little hope for the industry in their locality.

Barangays receive mobile garbage bins for SWM

Four poblacion barangays of San Jose de Buenavista received mobile garbage bins for solid waste management.

Punong Barangays with kagawad of Barangays 2, 4, 6 and 8 received mobile garbage bins with capacity of six cubic meters.

This project is in line with the Solid Waste Management Program of the municipal government.

Under the Solid Waste Management Program, barangays are encouraged to set up their Material Recovery Facility. However, some barangays with no available lots to place the MRFs opted to fabricate mobile garbage bins to collect wastes.

The mobile garbage bins will be attached to the barangay’s multi-cabs and do rounds in their respective barangay to collect solid wastes. Garbage collection will be synchronized with the municipal garbage truck collection such that waste collected will be brought to the Municipal dumpsite.

According to Municipal Environment and Natural Resource Officer Cornelius Yanga, the recipient barangays will still implement the “no segregation, no collection” policy. (sjdb_mio)

Gallery 1 displays Energy Forms, Resources and Generation featuring Hot Spot, Radiometer, Solar Water Heater, Prisrn, UV Light, Resonance Tube, Musical Pipes, Energy Density, Power Plant (Diorama), Body Battery, Roller Coaster, Van de Graaff Generator, Generator, Wind Power, Hydro Power, Stearn Power, Thermo-electricity and Photovoltaic Cell.

Gallery 3 is about Energy Conservation featuring Greenhouse Effect, Power Consumption, Battle of the Bulbs, Standby Power and Solar Car.

The exhibit aims to increase awareness of visitors of the nature of energy, its forms and sources, transformation, generation, impact on earth and conservation.

It is designed to prompt visitors to discover and understand underlying science concepts.

PAGASA color coded rainfall warning signal

In a press brief issued by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Rainfall Warning System (RWS) was modified effective August 9, 2012.

The former green warning sign was changed to orange. The current color codes are now yellow, orange and red.

The initial color codes being used by the agency since June 20, 2012 were yellow, green and red.

This color scheme was adopted from the Community-based Flood Early Warning System of the United Nations Development Program (UNDP) project.

According to PAGASA, yellow, orange and red are more appropriate as they are associated with awareness, preparedness and emergency, respectively.

The amount of rainfall in the infograph from rappler.com  is applicable only for Metro Manila  area. According to PAGASA, if an RWS will be used in provincial areas, system values may be different.



Holidays of August 2012

According to Proclamation 295 on Regular Holidays and Special (Non-Working) Days for 2012 signed last November 24, 2011, there will be three non-working holidays this August.

August 20, a Monday, is Eid'l Fitr. Eid'l Fitr is a holiday to mark the end of the Islamic month of Ramadan. Ramadan is the month of fasting and prayer.

Proclamation 455 signed August 13, 2012 determined August 20 to be the holiday in keeping with Republic Act 9177 declaring the Feast of Ramadan or Eid'l Fitr as a regular holiday in the whole Philippines.

August 21, a Tuesday, is Ninoy Aquino Day. Ninoy Aquino Day is meant to commemorate the death of Ninoy or Benigno Aquino, Jr. His assassination has paved the way for People Power which removed then President Ferdinand Marcos from power. 

August 27, last Monday of August, is National Heroes Day. The National Heroes Day commemorates all the Philippine's heroes throughout history and marks the  Cry of Pugad Lawin led by Andres Bonifacio.

FAQs: State of Calamity

 NDCC Memo Order No. 04, S-1998 Amended Policies, Procedures and Criteria for Calamity Area Declaration


Q1. WHY THE NEED FOR STATE OF CALAMITY AREA DECLARATION?

1. To facilitate relief and rehabilitation efforts in calamity-affected areas.
2. To control prices and prevent hoarding of basic commodities.
3. To carry out remedial measures in the affected areas such as grant of calamity loans to disaster victims, moratorium in the payment of taxes and release of funds from the national and local governments.


Q2. WHO MAY DECLARE A STATE OF CALAMITY?
1. President of the Republic of the Philippines upon the recommendation of the NDCC
2. Local Government Units (LGUs) through the Local Sanggunian upon the recommendation of the local DCC.


Q3. WHY EMPOWER THE LGUs OF STATE OF CALAMITY AREA DECLARATION?
1. This is in keeping with local autonomy under RA 7160 or the Local Government Code of 1991.
2. To provide timely response to disasters or emergencies occurring within their respective areas of responsibility.
3. Empower the LGUs to manage their own funds for disaster operations.


Q4. WHAT ARE THE CRITERIA FOR THE DECLARATION?

At least two or more of the following conditions are present in the affected areas;
1. 20% of the population is affected and in need of assistance, or 20% of the dwelling units have been destroyed.
2. 40% of the means of livelihood are destroyed.
3. Major roads and bridges are destroyed and impassable.
4. Widespread destruction of fishponds, crops, poultry and livestock and other agricultural products.
5. Disruption of lifelines such as electricity, potable water system, transport system, communications, etc.

6. Epidemics.

In the above-mentioned criteria, it presupposes that immediately after a disaster (within 24 hours) a damage assessment has been conducted that evaluated the extent of damages to life and property. For LCEs to appropriately attend to the needs of the victims, they can already advance 50% of the LCF, which they shall replenished after the passage of a resolution declaring the area(s) under state of calamity.


Q5. CAN THE BARANGAY DECLARE A STATE OF CALAMITY IN THEIR RESPECTIVE AOR?

Yes, LGUs can declare their areas under state of calamity as the need arises. Since a barangay is the smallest unit of our political system, it is within the scope of the provision.

Whenever a disaster occurs, the Barangay Disaster Coordinating Council (BDCC) shall conduct a survey of the affected area within 24 hours. Based on the damage assessment and evaluation of the BDCC, the punong barangay shall recommend to the barangay council the declaration of a state of calamity in their area. Henceforth, the barangay officials can utilize the 5% local calamity fund for emergency response, relief, and reconstruction and other related activities.

Certainly, barangay officials can and should rightfully assert their mandate to act promptly during disasters by effecting the necessary legislative measures.


Q6. CAN LGUs DECLARE SEPARATELY/JOINTLY?

Yes, LGUs may declare separately or jointly. At the barangay level, it can declare the area under state of calamity while at the same time; at the city/municipal level may also pass the same resolution. Nevertheless, absent such declaration by the latter, it can still provide financial humanitarian assistance to its affected barangays.

Furthermore, NDCC policy provides that “when two or more barangays are affected by a disaster the Sangguniang Panlunsod may declare the entire city or only specific barangays under state of calamityâ€. Thereafter, the LGU can use the local calamity fund to undertake emergency operations and reconstruction based on damage data and rehabilitation plan approved by the council.

In view hereof, it may be inferred that the Zamboanga CDCC could have declared at the city level, the four (4) barangays affected by the flooding incident under state of calamity for the city government to apportion part of its 5% calamity fund in support of the emergency requirements of the barangays affected.


Q7. WHAT IF THE CRITERIA IS NOT REACHED?

Debate over what is legal or not is proper. However, this tedious process may compromise the urgency of humanitarian response. NDCC policy leaves room for flexibility in the use of local calamity fund in due consideration of the emergency status and the urgency of action necessary to save lives and property. In the end, our local Sanggunian shall determine what is fitting for local application. For as long as they support this through resolutions/declarations, this justifies emergency expenses.

Unlike other areas, Zamboanga City is not located in the typhoon path. As such, for Zamboanga City, it is suggested that the criteria be taken with ample consideration for and again, “emergency†and “humanitarian†reasons.


Q8. WHAT IS THE JUSTIFICATION THEN?

The resolution passed by the local Sanggunian is sufficient.

Latest San Jose dB damage report for Soala (Gener)

Typhoon Gener (Soala) has affected an estimated 420 families (as of August 6, 2012) in San Jose de Buenavista according to the Municipal Disaster Risk Reduction and Management Council.

Damage to agriculture amounts to approximately P2 Million,  damage to fisheries is approximately P1.9 Million and damage to properties is approximately P1.5 Million bringing the total damage estimate to P5.7 Million.

No damage to government infrastructures reported.

Livelihood project beneficaries attend orientation

Beneficiaries of the Kabuhayan Starter Kit Project attended orientation at the town's hall.

They were identified San Jose bonafide residents with certificates from the Technical Education and Skills Development Authority on welding, automotive, electricity, plumbing and massage therapy.
